While some who are frustrated are asking why our county officials or our city officials or even north county businesses do not go rogue and just ignore the shelter-in-place order by the state.

The state of emergency declaration invoked a different chain of command and decision making. It gives the power to the governor, and if our governor were ever petulant, mean spirited or retaliatory, any business or municipality could play dearly for disobeying his authority.
Fortunately, it appears the shut-down is about to end in California, although many states have already opened up for small business.
