The Paso Robles police department received a report from a family on the 1400 block of Vine street shortly after midnight on December 9th.
The family reported that the upstairs tenant of their residence was yelling, breaking windows, and flooding the building. Officers attempted to contact the upstairs tenant, identified as 55-year-old Michael Mogge of Paso Robles. Mogge refused to communicate with police and exit the building. Instead he continued to throw items out of the upstairs windows, and even started a small fire on the balcony.
Officers continued watch until about 9:30 am, where Mogge again began throwing items out of the window, refusing to speak with police, family members, or mental health specialists. Eventually detectives obtained an arrest and search warrant for Mogge. With assistance from the Paso Robles fire department, officers made entry into the residence via an upstairs balcony at around 1 pm. The police department says Mogge fled the building by jumping from the roof, injuring himself in the process.
He was taken into custody and booked into the San Luis Obispo county jail, after receiving treatment at a local hospital, for felony vandalism, arson, and resisting a police officer with violence.
