The San Luis Obispo county executive office has released a statement on the quiet title lawsuit that started in 2013.
The lawsuit, Steinbeck Vineyards et al. V County of San Luis Obispo et al. Involved quiet title claims asserted by hundreds of landowner parties against jurisdictions such as the city of Paso Robles, San Miguel CSD, county of San Luis Obispo, Templeton CSD, and Atascadero mutual water company. The lawsuit was heard in six separate phases due to “the complex nature of the issues,” according to the executive office. The final judgment, issued on September 24th, reiterates the separate decisions. One of the decisions establish the geographical boundaries of the basin, according to the county, and another “established a prescriptive right” to water during a historical period of overdraft. As part of the release for the executive office, frequently asked questions and answers were provided. These say that the county did not bring this lawsuit against landowners, and that they were the defendants in the lawsuit. Another says “the history of this complex litigation does not support” the simple conclusion of whether the plaintiffs or defendants “won” the lawsuit.
