Among his priorities, resolving the homeless issue by spending two billion dollars to get them off the streets.
The governor also says he will spend billions to fight covid, and to get more people driving electric cars.
He says he will also provide free medical care to all illegal immigrants in the state of California.
His budget adds up to $286 billion dollars.
