
County staff is proposing to adjust funds for water conservation in the Paso Robles groundwater basin.
According to the agenda for Tuesday’s board of supervisors meeting, applicants for new residential developments within the Paso Robles groundwater basin were required to offset their projected water demand by paying fees into county-approved water conservation programs. Revenues were deposited directly into the Paso Robles groundwater basin offset credits trust fund, used to finance water-saving programs such as cash for grass, plumbing retrofit, and water rebate initiatives.
The agenda says, however, that existing programs have declined in recent years. Staff is proposing to develop a new program focused on assisting small farm operators, phasing out the current programs towards this new program, with no additional staffing needed. This will require a ⅘ vote from the board to approve.
