A remarkable senate bill related to housing is making its way through the state legislature. Senate bill 9 passed in the California state assembly late last week. It’s now returning for a vote in the state senate the bill would do the following.
It would allow all single-family lots in the state to be subdivided into two lots, and allows a duplex plus an accessory dwelling unit, or ADU, to be built on each subdivided lot.
A single-family parcel today could be replaced with six dwelling units. These conversions will be allowed by ministerial right. No public hearings or review process would be required. There is no requirement that the six new dwelling units would have to fit into the neighborhood.
Local government will be powerless to override this state law or modify the terms int he bill. The bill would override local control of land use. It produces no affordable housing units. The bill also applies to high-risk fire zones.
