The next Paso Robles city council meeting will be tonight starting at 6:30.
On the council’s agenda are three items related to the paid parking program. The first is a closed session item, discussing anticipated litigation that alleges the city violated the Brown Act and other state laws through its changes to the parking program.
The second is a public hearing regarding the Paso Robles municipal code and the creation process for the downtown parking program. The agenda for the item says that contrary to allegations, the parking program does not violate vehicle code section 22508, and that the changes made to the parking program in November were consistent with the city ordinance revision made in 2018. However, the staff report does say that the initial establishment of the parking program in 2019 was not introduced properly, and should have been done as an ordinance rather than as a motion. The public hearing recommends the city adopt the ordinance to amend the Paso Robles municipal code to clarify the parking program, and reestablish it.
Lastly, the city council will discuss the cease and desist letter that was served to them by Mr. Gary Leher. The agenda says that while the letter was submitted in a “procedurally deficient” manner, the recommendation is to acknowledge the receipt of the letter, and authorize the mayor to send a response letter committing to “continue to describe agenda items in a manner that is compliant with the Brown Act.”
